It might be interesting to investigate if European players get called for proportionately more travels than their American counterparts in the NBA. |

I don't know.
Manu Ginobili gives step by step instructions on what is called his "Euro step" signature move. It's an explicit 2-step maneuver after picking up his dribble. He does it all the time in games, much to my frustration (and, I imagine, Phil Jackson's).

Just to add to the Phil Jackson comment.
From Vince Carter today:

But this so called "euro-step" is just giving two steps after dribbling and then shot... It is not something "strange" or a "bizarre play". It is just simple basketball... I am somewhat puzzled by this new rule. I thought it was related to the steps before bouncing the ball...
Childs that play basketball in Spain, the first they learn is to give these two steps... _________________ Jose A. Martínez

In my opinion this move is mostly about the eurostep and moves of that ilk. Just codifying that you are allowed two steps after dribbling. |

No, its putting in writing exactly what you're describing. Players can now, officially, take two steps after stopping their dribble.
