So much is made out of the fact that Wilt never fouled out of a game but was it a result of the rules or refs? Would he experience the same amount of success with his fouls in the 90's or 00's?

Here are the top 20 alltime (NBA only, regular-season only) rebounders (raw totals), ranked by their ratio of rebounds per foul:

At the top -- few fouls (called) per rebound -- are exclusively old-timers. Moses wasn't known as a defensive monster, and is less than half of Wilt in this ratio.

At the bottom are more modern players. Currently-playing rebound leaders, and their ratio:

Wallace doesn't score, and so his fouls would be almost all defensive. Players sometimes compared to Wilt (Shaq, KG) have fouled about 3 times as often, per board.

quite possibly - moses malone played a 14 year stretch in the nba (1978-79 to 1991-92) as a starter and dominant C playing major minutes and he didn't foul out of a single game, and like chamberlain he was the league's best overall scorer and rebounder during this time...

What of the rate of fouls per possession, isnt it harder not to foul out in the recent era (90-00's)
